Start by checking how much time you have left with the deadline calculator, then select "Developer account terminated" in the enforcement type list to see what your appeal should include. Avoid creating a new developer account while the termination stands.
What does "High Risk Behavior" mean on Google Play?
It is a general enforcement reason Google cites, often in account terminations, and the notice usually doesn't explain the specific signals behind it. We can't know Google's internal reasoning — focus your appeal on the facts you can state and verify. If you're unsure which category applies, choose "Other / Not sure".
Can I appeal if my app was rejected, not terminated?
Yes. App rejections, removals and suspensions can be appealed or resubmitted after addressing the cited issue, and they don't follow the 180-day account termination window. Select "App rejected" in the enforcement type list for a tailored checklist.
