What type of enforcement are you responding to?
Your appeal should include:
- The exact enforcement notice you received, quoted in full
- A clear, specific statement of why you believe the decision was incorrect
- Your account/developer history, stated factually
- An explanation of any other accounts you have or have had, if relevant
- Ownership and business details, if the notice mentions association or ownership
- Any corrective actions already taken
- Supporting evidence (correspondence, documentation) — never passwords, payment details, or authentication codes
- A request for manual/human review
Avoid:
- Emotional language or threats
- Claiming you know exactly why Google's system flagged you when you don't
- Inventing facts or explanations
- Creating a new developer account while terminated — Google associates new accounts with terminated ones and will likely terminate the new one too
